
Writing Stronger AI Grant Applications
Practical guidance on writing AI-related proposals that actually compete — with the AI-specific concerns funders care about.
Most generic grant-writing advice still applies for AI proposals: have a credible problem, name an honest theory of change, build a defensible budget, and answer the questions the funder actually asked. This guide focuses on the AI-specific places where applications get weaker than they need to be.
The Needs Statement
Strong needs statements anchor in the population, not the technology. Weak ones lead with “AI is transforming everything” framing that any reviewer has seen a thousand times. The needs statement is where you prove you understand the gap that matters to your participants — caseload growth, language barriers, compliance burden, after-hours access, evaluation overhead.
Cite local or program-specific data wherever possible. Statewide statistics are background; what you know about your participants is the foreground. If you’re applying to a national funder, this is where your specificity sets you apart.
Theory of Change
Make AI the means, not the end. Articulate the participant-level outcome first, then describe how the AI intervention contributes, then describe the supporting work (staff training, governance, evaluation) that makes the intervention credible. Reviewers should be able to follow the chain: participants need X, the program does Y, AI enables Y in a way that wasn’t possible before, and we’ll know it worked because Z.
If the AI component can be removed and the project still works, that’s a sign your theory of change is sound. If removing AI breaks the whole proposal, the AI is probably overpromised.
The AI-Specific Concerns Funders Want Addressed
Funders supporting nonprofit AI work are reading proposals through five recurring concerns, even when they don’t explicitly ask. Address each one and you separate yourself from the field.
1. Data privacy and participant consent
Name the participant data the project will touch, the tools involved, and the data-handling protections. If participants will be informed that AI is involved, say so. If they won’t, say why and what other protections apply. Generic privacy boilerplate is a red flag; specific protocols are a green light.
2. Governance and oversight
Funders want to know that someone in your organization is responsible for AI decisions, not just executing them. Name the role, the policy framework (an AI Use Policy adopted by the board carries weight; a quick reference to our free template is fine), and the review cadence.
3. Sustainability past the grant
What happens to the AI capability after the grant ends? Three credible answers: it’s absorbed into operating cost; it produces an artifact (template, training, evaluation) that other organizations adopt; or it’s intentionally time-limited and the proposal says so. The unconvincing answer is “we’ll seek follow-on funding,” which signals the work isn’t structured to outlast the grant.
4. Equity in implementation
How will the AI work avoid widening service gaps for participants who don’t have reliable internet, who use a language other than English, or whose identifiers are unstable? Explicitly addressing these failure modes is more persuasive than declaring the project is equitable. Funders increasingly ask for this; some require it.
5. Honest scoping
State what’s in scope, what’s out, and what could change scope. Funders have learned to distrust proposals that claim AI will solve everything. A proposal that says “we will not pursue automated eligibility decisions in this phase, even though some peer organizations are” is more credible than one that promises end-to-end automation.
Evaluation Plans
The hardest part of an AI proposal is committing to evaluation that’s honest and feasible. Avoid two failure modes: vague “we’ll measure outcomes” language that reviewers ignore, and over-promised RCT-style designs that don’t fit your program or budget.
A workable evaluation has three layers. Output metrics (what got produced — number of plans generated, time saved per staff member, error rates spotted). Outcome metrics tied to participants (enrollment, completion, employment, follow-up). And a learning component — what you’ll publish, even if outcomes are mixed. The third layer matters: funders increasingly value organizations that share what didn’t work.
Budget Construction
AI proposals are often weakest at the budget. Three lines reviewers look for:
- Staff time, fully loaded. AI work runs through people: prompt design, governance, review, training, evaluation. If your budget shows zero staff time, the proposal is underbudgeting reality.
- Tool costs at real tier pricing. Free-tier consumer tools usually can’t be used at any scale that touches participant data. Budget for enterprise or business-tier subscriptions where appropriate, and name the specific vendor.
- Training and evaluation. A typical envelope is 10–15% of total project cost for training and 5–10% for evaluation. Less than that and reviewers wonder if either was taken seriously.
Federal Proposals: The Uniform Guidance Layer
For federally funded work, AI proposals carry extra scrutiny under 2 CFR 200 (Uniform Guidance). The cost principles haven’t been rewritten for AI, so reviewers are reading your proposal against the existing standards — reasonableness, allowability, allocability, and consistency.
Three practical implications:
- Allowability of AI tool subscriptions. Enterprise AI subscriptions used for grant-funded work are generally allowable when documented and allocable to the award. Document why the tool is necessary for the program, not just that it would be useful.
- Allocability across multiple awards. If a single AI tool serves multiple programs, allocate cost using a defensible methodology (usually FTE-time or output-based). Document the methodology before you charge the cost, not after.
- Indirect cost rate implications. Some AI-related costs can be confused for indirect (e.g., “IT-like” infrastructure). If they’re program-specific, defend them as direct. Talk to your CFO or grants officer before submission.
